Habitat's 1st Payoff in Houston

KUHF newslab intern report

HOUSTON CHRONICLE: 6/24/09

Some of them slept in bunk beds; some on the floor. But even when Dorothy Howard got her eight grandchildren bedded down for the night in their tiny east Houston apartment, she didnt sleep easy. Morning always came — and the chaotic scramble for the solitary bathroom.

Money was another worry. Unable to work after ruining her back in an on-the-job accident, Howard pieced together a living from disability and childrens benefits. She bought peanut butter by the gallon and squeezed her quarters til the eagles screamed.

Then, on Christmas Eve 1988, Howard experienced a life-changing miracle: a new 1,200-square-foot three-bedroom, two-bath home built by Habitat for Humanity.

On Wednesday, Howard, 72, was honored as the first Houston resident to buy a Habitat for Humanity home — and to successfully pay off the mortgage. Surrounded by a fraction of her family, which includes 27 grandchildren and 56 great-grandchildren, a tearful Howard was given a framed property deed bearing the stamped word PAID.

Both the city and county declared Wednesday Dorothy Howard Day.

First of all, I give all praises to God, she told those gathered under a big tent pitched on her front lawn. And then to all the Habitat volunteers who are here — some have passed on — I say Thank you. Had it not been for the Lord being on my side, I would not be standing here now.

Doug Garrison, vice chairman of the Habitat board of directors, lauded Howard for her success. We hope that you will be a role model for the others, he said. We are looking for our families to succeed.

Garrison said Howards house in the 4300 block of Rawley was the first of 780 the organization has built in the Houston area. The single-story residence, featuring a spacious kitchen and hardwood floors, cost $30,000. Today, the typical Habitat home costs $83,000. Like Howard, new home owners are required to invest 300 hours of their own work, called sweat equity, then pay off their interest-free mortgages in 20 or 30 years.

Changes the family
Habitat Executive Director Algenita Davis said only one-half percent of Habitat home owners lose their residences to foreclosure — usually as a result of death, divorce or job loss.

Home ownership, Garrison said, changes the family tree. It stabilizes the community ... and provides security for the family. Often home owners find that the mortgage plus taxes are less than rent for a substandard apartment.

An Alexandria, La., native, Howard reared her eight children on her $75-a-week salary as an oil company machinist. In 1982, she hurt her back, an injury that took her to the hospital for six operations. By the early 1990s, she was once again raising kids — this time eight of her grandchildren.

I had two sets of bunk beds for the boys, she said. And (one girl) slept on the floor by my room. We only had one bathroom. That was the real problem.

Howards life began to change when her best friends husband, Louis Thomas, a Habitat volunteer, persuaded her to apply for a home.

It was like entering a new world, she said. I never ever dreamed of being a homeowner. It was a dream beyond my reach.

With the help of Habitat staff, Howard quickly furnished the home and became adept at home maintenance. I never had major problems, she said. But I learned to do everything myself — fixing the sink, installing the commode.

Today, her home bears evidence of a proud homeowner. Immaculately clean, its walls are festooned with floral paintings and family photos. Outside, the grounds are landscaped with crape myrtles and flowers. I cant take care of my yard anymore, Howard told those at the ceremony. Ive got the arthritis in my hands. I have to hire someone to mow. But Ill tell you right now: Nobody can do it the way I want it done. When I come outside, I always want to do the work.
